sir,
I have the honour to inform you
that since the receipt of a report by
Mr. Rees Williams on his return from
his recent visit to Hong Kong, I have been
giving serious consideration to certain
aspects of Government policy in Hong Kong,
to which, if the conception of Hong Kong
as the 'shopwindow' of Great Britain in
the Far East is to be satisfactorily
maintained as His Majesty's Government
is most anxious that it should be I
consider that it is essential that
more forward and progressive attitude
should, in practteable, be adopted..
2. I do not overlook the fact that for
many persons of Chinese extraction in
Hong Kong, the concept of this Colony
anything
as other than a place where operations
to amass wealth under the security which
the British administration affords, has
little practical meaning or value. Such
an attitude is not I feel sure shared
by a number of seriously thinking
members of the community, but I am
